  • On Tuesday, a federal appeals court ruled that a congressional act takes over Wyoming trespass laws and legalizes corner crossing on public lands arranged in a checkerboard pattern in six states—Wyoming, Colorado, New Mexico, Utah, Oklahoma and Kansas. • Wyoming’s public records ombudsman Darlena Potter said the state could benefit from a uniform fee schedule and stronger enforcement to help local agencies release records on time—local governments charge varied fees that sometimes delay access. She works to mediate disputes by setting timelines and waiving fees, though her role cannot force compliance and often leaves conflicts to be settled in court.  WyoFile
